Mission Bay Childcare Plan
Catellus Development, CA
BAE worked with this large mixed-use developer to prepare a childcare plan serving the needs of employees and households that will live and work in Mission Bay, one of the largest new developments in the U.S. At buildout, Mission Bay will contain more than 6,000 residential units and more than six million square feet of office, retail, and R&D space, including a new campus for UC San Francisco. BAE estimated the potential demand for childcare from a mix of families and employees, evaluated a Phase I childcare center serving office workers, and recommended a staged implementation plan providing both facilities and programs to encourage on-site care for all ages of children.

Business Plan for Martin Luther King Jr. Freedom Center
Martin Luther King Jr. Freedom Center, CA
Working with an architect, BAE prepared a business plan for this innovative public facility located at the Oakland waterfront. BAE profiled related educational and community institutions dedicated to youth, peace, and civil liberties throughout the U.S., assisted the team with formulating a development program, and analyzed the financial feasibility of revenue- and non-revenue-producing components. BAE also identified potential funding strategies and phased development approaches.

Middle Harbor Shoreline Park Business Plan
Port of Oakland, CA
BAE assisted the Port of Oakland in planning for development of this unique new waterfront park, designed to serve as both a wetlands habitat, a community environmental education facility, and a regional recreation attraction. BAE analyzed the market demand for each project component, developed revenue and cost estimates for maintenance and operations, and evaluated alternative partnership and management structures to create maximum programming opportunities. Based on a BAE recommendation to partner with the East Bay Regional Park District, the Port is currently negotiating an innovative management partnership agreement with the Park District.

Business Plan for Arts Center Development
Annie E. Casey Foundation, CA
This engagement grew out of earlier work conducted for the City of Oakland regarding revitalization of the San Antonio business district. During the prior work, BAE met and assisted the Eastside Arts Alliance, a consortium of community-based non-profits engaged in cultural arts education, particularly for at-risk youth in the San Antonio neighborhood. The Eastside Arts Alliance, as a member of the Annie E. Casey-funded Neighborhood Initiative, then obtained a grant to fund a Business Plan and feasibility study for a mixed-use arts and cultural center. BAE worked with the Alliance to refine the concept, develop a building program, evaluate and select a site, and formulate a pro forma to identify sources and uses of funds/funding gaps. The completed Business Plan will be used to secure seed funding for the Arts Center concept.

Community Center Feasibility Analysis
City of Ceres, CA
Working as part of a consultant team, BAE analyzed the economic and financial feasibility of converting a church acquired by the City into a multi-use community center. BAE’s work included an analysis of the sources and uses of funds to complete project renovation. BAE also prepared a detailed estimate of operating revenues and costs, including operating and maintenance expenses; tenant and supplemental income, costs and revenues associated with city-sponsored programs; and facility rental income (e.g., banquets and meetings, kitchen rental). The objective of BAE’s work was to realistically estimate the amount of General Fund support needed to augment other income and support planned programs and facilities.

Childcare Needs Assessment and Action Plan
City of Milpitas, CA
This study analyzed the need for childcare for children from birth to age 12. The project, completed for the City of Milpitas, assessed the demand and supply of childcare facilities for the next five years; interviewed employers, employees, and providers; and recommended strategies to improve the local childcare system. The BAE-authored Child Care Plan was unanimously adopted and funded by the City of Milpitas.

Business Plan for Reuse of the Historic Castro Adobe
County of Santa Cruz, CA
The Castro Adobe, a historic structure dating from the Mexican ranchero era of California, was built using traditional adobe techniques. Prior to acquiring the Adobe from its owner, the California Department of Parks and Recreation required a business plan for revenue generation to cover operating costs. BAE was engaged through a partnership of State Parks, the County of Santa Cruz, a local community foundation, and a citizens’ advisory group. Working with all parties, BAE analyzed revenue potential from use as a conference facility, an overnight educational facility, and a special events venue. This led to formulation of a business plan, with recommended actions to market, operate, and maintain the facility in a sustainable manner.

Skateboard Park Business Plan
Reston Community Center, VA
BAE prepared a detailed business plan for the proposed Reston Skateboard Park, including projected use, revenues, and operating expenses for two alternative locations. We also tested the potential financial performance with and without lighting for evening operations. The business planning drew on the experience of comparable skate parks and demographic analysis of skateboarders, in-line skaters, and freestyle bikers living near the proposed park. BAE also convened and facilitated a focus group with potential users to inform design and operating recommendations.

Business Plan for Community Center Revitalization
City of Seattle, University Heights Center for the Community Association
The University Heights Community Center, operated by a non-profit and located in a historic Seattle school under lease from the school district, has been plagued by long-term operating deficits despite high levels of use and a number of tenant organizations. BAE was retained by the City to develop a business plan for the facility, including identification of rehabilitation needs, new sources of revenue, and appropriate new uses. In addition, BAE recommend asset management practices to ensure cost-effective operations and appropriate rent payments from existing and new tenants.

Martell Business Park Fire Service Study
RRM, CA
Working as part of the developer’s master planning team, BAE conducted a fire services impact analysis for a proposed 387-acre master planned commercial and industrial center near the cities of Jackson and Sutter Creek in Amador County. The analysis considered impacts on the Amador Fire Protection District's annual operating expenses and costs and also considered the adequacy of the District's existing fire services impact fee to address long-term capital facilities needs associated with growth in service population. BAE's work involved analyzing impacts in light of several possible scenarios involving countywide fire district consolidation and other service delivery strategies. The study assisted the Amador County Board of Supervisors in evaluating the potential impacts of the project.

Senior Services Analysis
City of Orinda, CA
BAE managed this important study of senior service needs for the City of Orinda, a suburban community with a substantial population of aging-in-place senior residents. Work included a mail survey sent to every household in Orinda, seeking information regarding senior service needs for the elderly population as well as needs of middle-aged residents taking care of their aging parents. BAE focused on services and new housing needs, leading to recommendations for a comprehensive set of actions to serve the elderly.

Conference and Training Center Feasibility, Financing, and Partnership
NASA Ames, CA
BAE is currently assisting NASA Ames with the development of world class research and educational facilities through partnerships with a number universities and corporations at a 2,000-acre facility located in the heart of Silicon Valley. One of the lead projects is the Conference and Training Center. For this project, BAE conducted market and financial feasibility studies, worked with NASA partners to identify meeting and facility requirements, surveyed conference center developers, and recommended a development program consistent with historic preservation requirements. BAE is assisting NASA with project management, preparation of a financing plan, and drafting of a long-term ground lease and partnership agreements. NASA Ames is a world-class research facility dedicated to furthering our nation's capabilities in nanotechnology, high reliability computing, life sciences, and bioinformatics.

Library Financing Plan
Contra Costa County, CA
As part of the design and planning process for a library and community center, BAE researched available financing mechanisms for this unincorporated portion of Contra Costa County. Based on our recommendation to consider Mello-Roos as the best financing mechanism, we estimated parcel assessment rates and prepared a year-by-year construction and operating budget for the project.

Community Center Feasibility Study
City of Morgan Hill, CA
BAE assisted Morgan Hill in creating a community center with adjunct meeting space and a learning center. The City had dedicated capital funds to build the project, but desired a self-sustaining ongoing operating budget. BAE analyzed market support for both the community facility and the meeting/conference center components through a series of user surveys, including Silicon Valley businesses and community groups. BAE then prepared a detailed operations cash flow including estimated revenues from businesses, events, and community organizations, along with operating costs to provide full services to the facility. The community center was completed in 2003.

Social Service Center Feasibility Study
City of Davis, CA
This study assessed the need for and feasibility of creating a Social Services Center to share resources and clients. Work included a survey of 19 local service providers, two workshops to build interest, case studies of comparable facilities, and preliminary analysis of three sites.

Childcare Master Plan
Town of Dublin, Cities of Livermore and Pleasanton, CA
For the three municipalities, BAE prepared a Childcare Master Plan. Work included a major survey of residents, a survey of selected providers and employees, projection of demand for all types of child care facilities, and an implementation strategy. This project was conducted in conjunction with a 28-member Task Force, and its recommendations have been implemented.

Strategic Evaluation, Redevelopment Plan for Conference Facility
California Province for the Society of Jesus, Applegate, CA
BAE conducted a two-phase strategic evaluation for this historic Jesuit-run conference facility in the Sierra Nevada foothills. The facility had become a significant cash drain for the Jesuits because of low occupancy and the deteriorating condition of facilities. In the first phase, BAE assisted the Jesuits in evaluating alternative strategies for disposing of the property through a sale versus investing in its rehabilitation. BAE identified a targeted cost-effective rehabilitation program and improved operating practices that could achieve break-even operations, meet Jesuit programmatic goals, and be financially justifiable. Phase II is now underway with BAE working with an architectural team to develop a refined rehabilitation and business plan facility.
