Port of San Francisco Municipal Services Funding Study
Port of San Francisco, City and County of San Francisco
Stretching more than seven miles along the San Francisco Bay waterfront, the Port of San Francisco is steward of internationally famous waterfront lands held in trust for the people of California. Most municipal revenue generated in the Port’s area must be used for public trust purposes and is held separately from the City’s budget, limiting the Port’s ability to reimburse the City for the cost of municipal services provided in the Port’s area. BAE conducted a major study for the Port and the Mayor’s Office to analyze City services performed in the Port area and calculate recoverable costs pursuant to various interpretations of trust law. BAE analyzed routine and special event services (i.e., sporting evens at Pac Bell Park) to the Port by City Departments including Parking and Traffic, Police, and Fire. This work involved coordination with City departments to obtain and review operations cost data, GIS analysis to map and allocate service events to Port and non-Port lands, and extensive financial analysis to correctly calculate reimbursement amounts. The Study outlined previous methods used to calculate payments, and recommended more accurate methods for future payments.

Bernal Specific Plan Infrastructure Financing Burden Study
City of Pleasanton, CA
To support the City of Pleasanton’s negotiations with the San Francisco Water Department regarding development a 500-acre acre property, BAE conducted financial analysis to evaluate the proposed project’s ability to support the costs of required public infrastructure and improvements. Work included analysis of the residual land value attributable to the property based on expected project development costs and overall project valuation for this 2,000 unit subdivision and commercial development plan. BAE also reviewed project infrastructure costs in relation to standard infrastructure financing guidelines to assess project feasibility.

Yolo County Impact Fee Program Update
County of Yolo, CA
This project involved updating the County’s development impact fee program to ensure a comprehensive and accurate nexus between impacts and fee charges. To commence the analysis, BAE tracked the use of previously collected impact fee funds and identified facility construction backlogs to identify monies paid and spent to date. BAE then refined future development projections, refined public service standards, and estimated the demand for public facilities. Based on projected growth and resulting demand for public facilities, BAE estimated costs, and allocated these among various types of residential and commercial land uses. The work also included a comparison of fees for jurisdictions within Yolo County. In addition, BAE analyzed funding augmentation options for Fire Districts.

Presidio Trust Implementation Plan Socioeconomic Analysis

BAE recently completed this major analysis of alternatives to implement the Presidio Trust’s plan for the Presidio over the next 20 years. The Plan calls for investment and rehabilitation of most of the Presidio’s five million square feet of historic structures, new development of a campus for Lucasfilm, workforce housing programs, and specialized transportation and sustainable development initiatives. BAE analyzed housing needs, fiscal impacts, and related socioeconomic impacts of each plan alternative.

Fiscal Impact Modeling & Economic Impact Evaluation Services
City of Pleasanton, CA
BAE designed a comprehensive fiscal impact model to analyze proposed new development projects. The model incorporated citywide cost assumptions based on anticipated needs for service expansion through General Plan buildout. City and BAE staff also collaborated to calibrate the model’s revenue assumptions, including the effects of Proposition 13 on property tax assessments over time. To date, BAE has used the model to analyze several development proposals including annexation of an area that would include 1,600 housing units; 597,000 square feet of commercial space, a golf course and clubhouse, parks, and open space; a luxury 540-unit apartment project; and a 300-unit single-family home subdivision. For each project, BAE also assessed potential impacts on the local economy.

Fiber Optic Network and Telecommunications Asset Management Strategy
National Park Service, Presidio of San Francisco, CA
As part of the infrastructure upgrade to promote redevelopment of the former Army base, the National Park Service installed an advanced on-site fiber optic cable route/loop along with a state of the art AT&T 5ESS telecommunications switch for this federal enclave. BAE provided advisory services to the Park Service to assist it in determining how to best provide various types of broadband and other telecommunications services to support Presidio leasing efforts, as well as how to best take advantage of the economic opportunities presented by a substantial amount of unused "dark fiber." This work included restructuring wireless site leasing terms, planning pay and emergency phone systems, and setting telecommunications service rates for Park tenants to cover costs and create an enterprise approach.

Business Park Master Plan Fire Service Impact Study
Amador County, CA
BAE conducted a fire services impact analysis for the proposed Martell Business Park, a 387-acre master planned commercial and industrial center near the cities of Jackson and Sutter Creek in Amador County. The analysis considered impacts on the Amador Fire Protection District's annual operating costs as well as facilities needs, based on growth arising from the business park. BAE assessed the adequacy of the District's existing fire services impact fee, and analyzed impacts in light of several possible scenarios involving countywide fire district consolidation/service delivery strategies. The study assisted the Amador County Board of Supervisors in evaluating the potential impacts of the Martell Business Park project.

Economic Analysis for Planned Mixed Use Community

BAE prepared an economic study for this proposed mixed-use Specific Plan area. The study includes market, economic impact, fiscal impact, and job impact analysis. Proposed land uses include multifamily residential, general commercial (retail/office), service commercial, and light industrial/manufacturing. The objective of BAE’s work is to assist the Town and developers in identifying the potential impact of the project on other current and planned development projects and to recommend project refinements that minimize impacts and/or increase community benefits. Specific concerns include competitive impacts on existing grocery stores and the historic downtown business district.

Fiscal Impact Analysis for Quarry Reuse
City of Brisbane, CA
For this community with a small residential and large industrial economic base, BAE conducted a fiscal impact analysis of a proposed development project on the City’s General Fund. BAE analyzed the impact of three development alternatives, including a residential subdivision, an industrial park, and continued use of the property as a quarry. Work included assessment of municipal services such as fire protection, police, parks and recreation, and general government.

Economic Impact Study for SpaceWorld Museum and Education Center
California Air and Space Educational Foundation, CA
BAE prepared an economic benefits study for this planned 500,000 square foot museum, exhibition, and education facility focusing on the future of space exploration. This institution, to be developed in Hangar One, the historic dirigible hangar located at Moffet Field in Mountain View, CA, will attract 1.4 million visitors per year. BAE used the IMPLAN input-output model to estimate direct, indirect, and induced economic impacts associated with the institution’s proposed $376 million construction and $28 million operating budgets. BAE prepared a report for use by the Foundation to communicate the local and regional economic benefits of the project to potential funding partners.

Housing Needs Analysis
City of Davis, CA
This study was commissioned to assist the City of Davis in estimating its future housing needs considering student and faculty growth associated with expansion of the University of California, Davis and other locally-generated sources of housing demand. Working closely with a City Council sub-committee and City staff, BAE projected housing demand from population growth, employment growth, and increased UC Davis enrollment through the year 2015 and then subtracted UC Davis’ planned housing development for the period in order to estimate housing production to fully meet "internal" housing demands. Companion research included analysis of existing unmet community housing needs, and research of workforce housing programs in other communities.

Economic Impacts of Arena Stage
Washington Drama Society, Inc., Washington, DC
Arena Stage, an established regional theater company, proposed rebuilding and expanding its facilities on the Southwest Waterfront in Washington D.C. To assist in this effort, the Drama Society requested financial assistance from the District of Columbia. BAE projected the tax revenues to be generated by the expanded operations and estimated the jobs supported by Arena Stage. The analysis included a discussion of Arena Stage’s benefits in support of waterfront revitalization.

Fiscal Analysis for the Pleasanton General Plan Update
City of Pleasanton, CA
BAE conducted a comprehensive fiscal impact analysis, including projections of costs for all General Fund programs and services and revenues to be generated by residential, retail, industrial, and hotel land uses. The analysis featured an assessment of the sustainability of long-term public service provision, including an in-depth accounting of deferred expenditures and additional expenditures needed to fully fund current services. BAE also reviewed historic and expected revenue and expense trends to identify potential changes to the City's current revenue structure.

Douglas County Redevelopment Project Area Plan Adoption
Douglas County, NV
BAE assisted Douglas County, located south of Carson City, with its first redevelopment plan adoption for an area of mixed residential, commercial, industrial, and resort uses. The redevelopment project will fund regional water and sewer systems in areas lacking adequate infrastructure for development. BAE's work included preparation of economic blight documentation, tax increment projections, overall economic feasibility analysis, and management of subconsultants. The process also involved substantial public education on redevelopment law, since the County had no prior history of redevelopment activity.

Economic and Fiscal Benefits of a Performance Theater

BAE analyzed the economic and fiscal impacts of a new 800-seat second theater venue for the Shakespeare Theatre in downtown Washington’s Arts District. The developer of the theater and a larger office development had requested financial subsidies to assist with feasibility. To evaluate this request, BAE assessed potential retail and restaurant sales, new jobs, and public revenues generated by the project. BAE also evaluated the potential benefits of performing arts to attract new visitors to the Arts District.

Fiscal Impacts of University-Related Development
Old Dominion University, VA
As the basis for campus redevelopment planning, BAE analyzed the development potential for an area directly east of the Old Dominion University campus in Norfolk, Virginia. The market analysis was supplemented by financial analysis of the project’s feasibility and need for public financial support. BAE also prepared a detailed fiscal impact analysis of the project to the City of Norfolk.

Economic Benefits of Heritage Tourism Management Plan

As part of a multi-disciplinary team developing the management plan for Maryland’s Lower Eastern Shore Heritage Area, BAE analyzed the potential return on investment. BAE estimated new visitation and the resulting increased spending and tax revenues, new jobs, and additional private development from the perspective of the State and the three counties in the region.

Fiscal Contributions of Downtown Washington, D.C.
Downtown DC Business Improvement District
BAE analyzed the tax revenues generated by Downtown Washington and the District of Columbia government expenditures that support downtown businesses and residents. The analysis showed that Downtown generated more than one-fifth of all local General Fund revenues while requiring less than six percent of the District’s General Fund expenditures. The Business Improvement District then used the analysis in discussions with policy-makers to encourage continued investment in Downtown projects and infrastructure.

Infrastructure Financing Plan

BAE prepared the public facilities financing plan for the Villages of Zinfandel, an 823-acre mixed-use development proposed for a former aggregate quarry site in the Rancho Cordova area of Sacramento County. BAE worked with a multidisciplinary development team to identify needed project infrastructure, costs, and phasing, and to establish the preferred means of financing the capital improvements. BAE also determined appropriate methods to finance the on-going maintenance of special project amenities.

Fiscal Impact of Proposed Economic Development Incentives

BAE prepared a detailed analysis of the fiscal impacts of proposed economic development incentives. Included in the proposed Neighborhood Economic Development Incentives Amendment Act are tax-increment finance, Payment in Lieu of Taxes (PILOT), tax abatement, and wage credit incentives for new economic development projects. BAE’s analysis considered both the public investment and the resulting tax revenues.

Fiscal Impact Analysis of Property Annexation
City of Gilroy, CA
BAE evaluated the potential fiscal impacts resulting from an annexation of property into the City of Gilroy and its subsequent development. Proposed development included a municipal golf course and residential subdivisions. The analysis considered impacts on costs and revenues immediately following land annexation (base year), at the completion of the golf course, at the midway point of residential development, and at full project buildout.

Fee Negotiations for Indian Rancheria
Redding Rancheria, CA
This engagement assisted the Redding Indian Rancheria in its negotiations regarding fees paid to the City of Redding in exchange for water and sewer services. BAE analyzed the net fiscal impact to the City from the Rancheria’s casino operation in order to demonstrate that the fees being charged exceeded the fiscal burden of providing the services when other public revenue flows to the City were included.

South of Forest Area Plan, Phase II Economic Analysis
City of Palo Alto, CA
BAE analyzed the economic viability of zoning alternatives proposed in the South of Forest Area Plan, Phase II, a nine block area adjacent to downtown Palo Alto. The analysis included pro-forma analysis to gauge redevelopment incentives for property owners, based on the density and development envelopes allowed by the proposed zoning alternatives.

Presidio Operating Budget and Service District Fee Schedules

BAE prepared the full operating budget for this "small city/large real estate project" during transition from Army base to urban National Park. The budget contained over 200 line items, with sub-budgets for each operating department (with a total of 300 employees) and each maintenance function (including property management), for over six million square feet of built space. The $25 million budget was reviewed and approved by the federal Office of Management and Budget (OMB). Our work also included introducing the concept and developing the schedules for a "service district fee" to recover costs for providing public services to Park tenants.

University Economic Benefits Analysis
Maryland Independent College and University Association
To support on-going legislative appropriations and the linkages between universities and economic development in the State of Maryland, BAE quantified the net economic benefits generated by 14 independent colleges and universities. The work included estimates of net income and new jobs created by the educational institutions’ activities, including both traditional education and related research. BAE also documented the collective contributions of the institutions to statewide economic development, worker training, and the quality of life for Maryland residents.

Economic Impacts Analysis of University Relocation/Expansion

BAE conducted a detailed impacts analysis for this private educational institution to assist with obtaining approvals for relocation into an expanded facility. Life Chiropractic, a leading educational institution, was seeking to expand into a former Mervyns’ office building which the City of Hayward had earmarked for privately-owned business occupancy in order to enhance its tax base. In order to demonstrate the substantial non-tax benefits of the University goal to the City, the community, and the region, BAE assessed the University’s purchasing expenditures and their multiplier effects, payroll and benefits payments to faculty and administrators, visitor attraction from across the U.S. and the world, retail sales spending and resulting sales taxes, and a host of related economic, social, and cultural impacts.

Economic Trends Analysis for SFO Bond Issues

As part of a series of bond issues to finance the $2.4 billion San Francisco International Airport capital program, BAE analyzed current and future economic trends for the Bay Area and related these trends to growth in demand for air passenger and cargo services in the region. BAE analyzed key demographic variables including population growth, age distribution, per capita and household income, population density, immigration, and education. BAE also conducted an analysis of the region's economic base, including trends in sectoral employment and labor force growth, venture capital investment, initial public offerings, imports/exports, tourism, and the impacts of recent national economic events.

Economic Benefits of University of Notre Dame
University of Notre Dame, IN
BAE recently completed this assessment of economic and social benefits of the University of Notre Dame on the regional economy, combining areas in Indiana and nearby Michigan. Work included estimating the direct, indirect, and induced economic outcomes of University spending, salaries, and visitation. Local spending effects were further detailed through an email and web-based response survey of students, to determine specific spending patterns. BAE’s report also profiled benefits in terms of human capital, alumni contributions, and cultural activities. BAE also prepared an image-rich executive summary. Economic Impact Study of Governmental Centers

This engagement involved providing analysis to support the Mayor's strategic plan to relocate city agencies into new civic office buildings to catalyze economic development of underutilized urban areas. BAE analyzed the economic and fiscal benefits of a series of development projects on specific alternative sites. Our work included assessing potential job creation and opportunities for new civic buildings to catalyze private development. BAE also recommended design features to maximize new centers’ benefits to surrounding neighborhoods.

Fiscal Impacts of Historic Preservation Tax Credit Program

Prior to submitting legislation to create an income tax credit for preservation of historic structures, the Oregon Historic Preservation Office commissioned BAE to analyze the bill’s potential fiscal and economic impacts. The legislation would create a State income tax credit for owners of historic housing who are not eligible for Federal preservation credits. BAE researched similar programs in Maryland and other states and then built a model to quantify the likely effects on the State budget and economy.

As part of our ongoing work for creation of this innovative collaborative research park, BAE prepared the socioeconomic analysis portions of the Environmental Impact Statement (EIS). Our work included focused analysis of the affordable housing impacts within the commute-shed, along with economic impacts to surrounding cities.

For this assignment, BAE was asked to respond to comments on a draft EIR on a range of fiscal, economic development, and land use issues related to development of a state-of-the-art campus for digital entertainment production. Work included describing the financial stability of the corporate applicant and overall trends in the entertainment industry, analyzing project characteristics in relation to zoning and General Plan land use designations, and evaluating the impact of the proposed production facility against the Marin Countywide Plan Economic Development objectives.

Economic Impacts of Proposed Home Depot Store in Woodland

BAE was retained by Home Depot to evaluate the potential fiscal and economic impacts of a proposed store in Woodland, CA. BAE evaluated the potential impacts on the projected net fiscal balance for a larger Specific Plan Area as well as the market impacts of the Home Depot within the regional trade area. A unique aspect of this analysis was segregation of demand attributable to household expenditures versus demand from other businesses in the trade area.

General Plan Update Fiscal and Economic Impacts Analysis

BAE prepared a comprehensive fiscal impact analysis for the General Plan Update that examined four alternatives and quantified General Fund fiscal impacts at buildout and for specific years during the interim period. The analysis identified structural problems with the City’s long-term cost/revenue structure, and suggested City actions to ensure long-term fiscal health as new developments are approved. In addition, to assist the City with policy decisions regarding property annexations for R & D business park development, BAE’s work included screening and evaluation of the fiscal impacts of three different peripheral business/R&D park proposals.

Economic Impacts of Proposed Home Depot in Napa

BAE completed a written analysis and a series of Planning Commissions/City Council presentations on behalf of this local merchant coalition concerned about the development of a proposed Home Depot store. We analyzed the ability of the market to support a new store without impacting existing merchants, and profiled economic impacts of Home Depot in communities around the U.S.

Bay Meadows Redevelopment Plan Fiscal Impact Analysis
City of San Mateo, CA
This assignment was part of a larger planning process for reusing the practice track property adjacent to the Bay Meadows horse racing facility in San Mateo. BAE analyzed the fiscal impact of three alternative development scenarios, including costs for providing public services, potential city revenue from new development, and the impacts of lost racing revenues to the City if the entire facility were closed.

Matt Kowta, Principal of BAE’s Sacramento Region office, regularly provides expert witness and litigation support services for public agency and private sector clients. He has provided sworn testimony on behalf of property owners for cases involving First Amendment access to private property for expressive purposes. He has supported ongoing litigation over revenue sharing arrangements for a newly incorporated community, and advised the State Department of Fair Employment and Housing in its prosecution of housing discrimination complaints.

For both of these national park facilities, the National Park Service has proposed constructing new visitor and interpretive centers. As input to the Environmental Assessment, BAE analyzed the potential economic impacts of each new facility, including estimates of increased tourism, retail sales, impacts of overnight camping and lodging demand on the local tourism market, and related economic costs and benefits.

Large-Format Supermarket Market Impacts Analysis

This study analyzed the economic impacts of a proposed large format Raley's grocery store on competitive supply in Santa Rosa, CA. The study looked at the trade area's demographic characteristics, evaluated prior demand projections, and assessed the effect of introducing a modern superstore into the Santa Rosa shopping environment.

Economic Impact Analysis for Large-Format Grocery Stores

BAE prepared a series of economic impact analyses to assist the City of Davis in its review of highly controversial applications to expand and relocate grocery stores within the City’s designated neighborhood shopping centers. BAE evaluated the overall balance of grocery store supply and demand as well as potential impacts on the viability of specific existing and planned grocery store locations. Based on this experience and the reputation BAE earned for objectivity and knowledge of the local market conditions, a supermarket uninvolved in the new development applications subsequently hired BAE to conduct market research on its behalf.

Impacts of Proposed Wal-Mart Expansion

BAE analyzed the near-term impacts of a proposed Wal-Mart grocery component on other supermarkets by analyzing potential supportable grocery sales within the trade area. Concurrently, the City of Bozeman was considering a moratorium on big box development projects in order to preserve its small town ambiance, perceived to be a major attraction for high technology companies. To address this concern, BAE assessed longer-term impacts of Bozeman’s changing retail patterns on high technology firms’ interest in the area by interviewing firms regarding their location criteria and concerns about the area’s competitive advantages.

BAE completed a full fiscal impact analysis for a proposed 6,000-acre residential development north of Benicia. Our work provided a detailed analysis of on-going fiscal impacts to the City of Benicia over a 16-year buildout period, included impacts on schools, police, fire, parks and recreation, public works, and general government services. BAE also assessed the match between existing developer fee levels and the projected capital costs for new public infrastructure and facilities needed to serve the Specific Plan Area.

Hillside Area Plan Fiscal Analysis
City of Union City, CA
BAE prepared a fiscal impact analysis for a 3,900-unit development in the hillside area straddling the boundary between Union City and Fremont as part of an Area Plan. This study involved assessing the net fiscal impacts to both Union City and Fremont under several project alternatives. The analysis included consideration of changes in costs and revenues for the two jurisdictions due to potential jurisdictional boundary adjustments.

Fiscal Advisory Services for City Incorporation
Malaga County Water District, CA
The Malaga County Water District retained BAE to serve as its economic advisor during proceedings to incorporate as a new city. BAE’s reviewed the comprehensive fiscal analysis prepared by the Fresno County Local Agency Formation Commission, identified necessary modifications, and assisted the Water District in its negotiations over mechanisms that will provide for the required revenue neutrality with respect to fiscal impacts on Fresno County.

Somerville Impact Fee Nexus Study
City of Somerville, MA
BAE prepared a new nexus study for the City of Somerville to assist with the update of its linkage fee program. The nexus study projects the number of new affordable housing units required to mitigate the impact of new office and retail developments. BAE calculated the required development impact fee levels based on a detailed analysis of affordable housing development costs in Somerville and surrounding communities. BAE also prepared a summary of national trends in job-housing linkage fee programs, including an analysis of nexus study methodologies in Massachusetts, California and the State of Washington.

Fiscal Impact of Mixed Use Project in South Weymouth

As part of reuse planning for the former South Weymouth Naval Air Station in Massachusetts, BAE analyzed the fiscal impacts of developing a 1.7 million square foot super-regional mall and 500 to 700 units of senior housing. The analysis assisted with planning and funding decisions made by State and local jurisdictions.

Economic and Fiscal Impact of Proposed Housing Tax Incentives

The Mayor of the District of Columbia proposed a comprehensive housing incentives package that included tax abatement for affordable housing, tax credits for rehabilitation of historic properties, protection for low-income homeowners, use of eminent domain to clear blighted properties, expedited demolition of abandoned and deteriorated housing to protect the city’s neighborhoods, and new funding for the Housing Production Trust Fund. BAE prepared a 10-year fiscal impact analysis that quantified the direct cost of City subsidies and tax abatement as well as potential revenues generated by new households attracted to the city by the greater availability of housing.

Economic Impacts of University and Affiliated Medical System
The Johns Hopkins University and Health System, MD
BAE has been engaged multiple times to track and analyze the economic impacts of Johns Hopkins University’s institutions and their commercial spin-off operations on the economies of Baltimore, the region, and the State of Maryland. BAE’s work, presented in a series of reports, has been presented to state legislators. The studies included compilation of employment, construction, and purchasing data for the University, the Health System, and seven affiliated organizations. BAE developed an impact model to estimate the direct and indirect impacts of these institutions, including the benefits of scientific research on local and regional economic development and technology transfer. The BAE studies also documented social and cultural benefits, including community involvement and human capital impacts of the institutions and their employees.

Economic and Fiscal Impacts of Northwestern University

BAE completed a comprehensive review of Northwestern University’s economic and fiscal impacts on the City of Evanston, Illinois. The analysis considered local expenditures by the University and its faculty, students and visitors; jobs supported by those expenditures; and tax revenues and municipal costs generated by the University’s presence. Based on extensive surveys of University faculty and students, BAE prepared detailed estimates of spending with local restaurants, retailers, hotels and other businesses.

University Economic Benefits Analysis
Maryland Independent College and University Association
To support on-going legislative appropriations and the linkages between universities and economic development in the State of Maryland, BAE quantified the net economic benefits generated by 14 independent colleges and universities. The work included estimates of net income and new jobs created by the educational institutions’ activities, including both traditional education and related research. BAE also documented the collective contributions of the institutions to statewide economic development, worker training, and the quality of life for Maryland residents.

California Boating Industry Study

BAE served as part of a consultant team engaged to analyze the California boating industry and its impact on the State economy. BAE updated inventories of boating industry establishments and estimated boating-related output by sector. From this information, BAE used the IMPLAN model to estimate boating industry’s statewide contributions to gross product, employment, and state/local tax revenues. BAE’s work also included an analysis of the recreational value of boating in California, for use by the State in conducting cost-benefit evaluations for proposed boating facility improvements. This analysis drew upon the results of a statewide survey of boat owners, utilizing contingent valuation and revealed preference methods to establish a range of boating user day values.
