Distinguished Urban Developer Rockwood Joins BAE We are pleased to announce that Frank Rockwood has joined BAE as a Director of Development Services. Frank has had a distinguished career as a developer of major real estate projects, spanning public, private, and non-profit sectors. He started his career in New York City, working for Zeckndorf as a project manager. After graduating from UC Berkeley’s Haas MBA program, Frank worked with Stapleton Development Corporation in Denver to launch the redevelopment of the former airport site, and with Disney Development as part of the Celebrations project team. He then served as VP of Senior Living for Transamerica Corporation, expanding its portfolio of senior assisted living units. From 1999-2004, Frank started and was President of a web-based site location platform for retail corporations. He rejoined the senior housing industry at Sunrise several years ago. Frank currently supports BAE’s development transaction work at NASA Ames.
BAE Supports Fort Monroe Redevelopment Plan and Implementation BAE is providing redevelopment planning and advisory services to the Fort Monroe Federal Area Development Authority (FMFADA) for the 570-acre historic Fort Monroe in the Hampton Roads area of Virginia. This facility has a collection of 170 historic structures that will remain under state ownership, and will be redeveloped into luxury housing (rehabilitated historic units), an active marina, lodging and dining, and special recreation uses. BAE prepared a 20-year financial model of the reuse plan, recommended a financing strategy to fund new infrastructure, and established an interim leasing program. BAE is currently providing ongoing development management services, including preparation of a comprehensive Real Estate Asset Management Strategy as well as solicitation materials for a property manager and a master developer. BAE is also currently preparing the Economic Development Conveyance (EDC) application to acquire the site from the U.S. Army, a transaction valued at over $200 M.
BAE Prepares Housing Elements and Consolidated Plans We have been actively engaged in the preparation of Housing Elements for cities' and counties' general plans, including work for the City of Mountain View, City of Cupertino, Town of Windsor, City of South San Francisco, and County of Napa. We were also recently selected to prepare the Consolidated Plan for the Alameda County Consortium.
Major Workforce Housing Study Completed BAE recently finished a landmark study of workforce housing for the Cities of Los Angeles, West Hollywood, Santa Monica, Beverly Hills, and Culver City, which are known as the Westside Cities. The Study defined "workforce housing" as serving households between 80 and 180 percent of Area Median Income (AMI). The Study identified the number of workers by household income in the Westside, the lack of housing available for purchase or rent by these households, and numerous models of housing production through tools such as expanded inclusionary policies. The Study also included outreach to major employers in the Westside. BAE Goes Green! BAE was certified as a Green Business by the Alameda County Green Business Certification program in May 2007. This process evaluated our ongoing sustainable business practices, including efficient lighting, recycling, reduction of energy use, encouragement of employee alternative commute methods, and use of green cleaning products.
BAE is TOD BAE has conducted more than 20 transit oriented development and station area plans, including work for the Port Authority of New York/New Jersey at the Jamaica AirTrain Station, BART at Lake Merritt and Daly City, for VTA at Santa Clara, and for METRO and MDOT at West Hyattsville, New Carrollton, and Baltimore State Center. We also participated in a major national study of TOD for the Transit Cooperative Research Program. And finally, we continue to celebrate the success of one of our first TOD strategies, leading to the creation of the Richmond Transit Village.
BAE’s Contribution to the National Ignition Facility (NIF) During the lengthy planning stages of the recently-opened NIF in Livermore, California, BAE conducted an important study of the potential ways that R & D arising from building and using the facility will benefit innovation and technology development in the region and the nation. The NIF is the world’s largest laser facility, designed to test and develop advanced fusion technologies to replicate solar energy. Although BAE’s work was completed a decade ago, it was used at critical stages as part of Congressional testimony to fund the $3.5 B facility, now commencing operations. |
