Propel Vallejo General Plan Update

BAE prepared an economic and real estate market conditions report, drafted an economic development element (“Economy, Education and Training” chapter), and prepared a fiscal analysis in support of the City’s APA award-winning ‘Propel Vallejo’ General Plan Update.

BAE’s existing economic conditions report provided important contextual data related to demographics, employment trends, and local real estate residential and commercial market conditions.   In formulating the Economy, Education and Training chapter of the General Plan, BAE focused on detailed strategies to promote economic opportunities to historically disadvantaged populations in Vallejo, encourage arts and entertainment, and to promote the City’s water transit to stimulate investment in the City’s downtown.

BAE also prepared multiple economic analyses to support the General Plan Update. At the time of the General Plan Update, Vallejo had recently exited from bankruptcy and was continuing to face fiscal challenges, and therefore economic development and fiscal health were key issues in the General Plan Update process.

To address ongoing uncertainty related to the City’s fiscal health over the long term, BAE prepared a detailed fiscal impact analysis evaluating buildout of residential, hotel, retail, manufacturing, and other uses enabled by the General Plan, using buildout of the prior General Plan as the baseline condition.  The fiscal impact analysis provided an assessment of impacts to property tax, sales tax, transient occupancy taxes, utility user taxes, and other key municipal funding sources, as well as the service costs associated with providing municipal services to new Vallejo residents and workers.

BAE’s work provided contextual information and analysis to demonstrate the role of the General Plan in ensuring the City’s long-term fiscal sustainability, and the relationship between the General Plan and other ongoing economic development efforts. The plan was adopted in the fall of 2016.
